I wish I would've helped you if I am from SAP. 
Unfortunately, I am not the right person to comment on this system behaviour as I am also a guy like you who wants to know the reason why this is happening. As a matter for fact, I don't see these delays always. I am not sure on what basis, it gets delayed. Let's see if some SAP expert sees this thread and replies.
